AC2 came out in the U.S. around summer '97. Namco didn't release an "official" soundtrack to it. What they did instead was have the same sound team that worked on the game (Tetsukazu, Hiroshi, and Kohta) do a sampler album, which was a live version of only some of the tracks in the game, which was released in December '97/January '98...

Composed by Hiroshi Okubo. This song is from the mission, "Seagull". Hiroshi, along with Tetsukazu Nakanishi, each did songs that added up to being the entire soundtrack to Ace Combat 2. Tetsukazu took over as sound director thereafter doing the majority of the songs for AC3 while Hiroshi focused more on the Ridge Racer series (i.e. Ridge Racer Type 4).
